  1. Just transparency will hardly stop the problem. Without a strong judicial system for the public or the armed forces… I doubt much will change. Shame is hardly a deterrent in India for such transgressors…right?

    • Transparency will enable questions to be raised and will act as a preventive measure. But sadly even small steps towards this have been nullified. For example, India’s Long Term Integrated Perspective Plan, which directs the nature of arms acquisitions was supposed to be made public. But the govt backtracked, citing national security.
